A framework that says the same thing to everybody says too little to anybody in particular.
Regulation does not apply evenly: a citizen-service platform and a parts supplier's telemetry
pipeline answer to different regimes, and a best practice that is optional for one is mandatory
for the other.

The pillars and their 67 questions are the same for every workload. An industry page reads them
for one vertical and maps what that route demands: which regulation binds, which sovereignty tier
is the default, how the pillar weighting shifts, and which statements a review of such a workload
must account for however the conversation went.

An industry page adds no best practices. Every demand in it is a reference to a statement that
already exists, with the reasoning for why it is mandatory here.
